Initially, this compensation program provided for the possibility of payments of a maximum of UAH 200,000. They were intended for the restoration of the house or for the payment of services of contractors working within the framework of the same program.
Later, the project was expanded, providing other opportunities for obtaining a housing certificate as compensation. This certificate can be used in different ways - including for investments in real estate or for the purchase of housing in the primary or secondary market.
Various categories of people can use this program to restore an apartment, namely:
- those who received a disability due to the war;
- veterans;
- family-type housing workers, caregivers and guardians;
- persons who have undergone mobilization;
- those who participated in hostilities;
- large families;
- minor orphans and children without parental care.
In order to issue a certificate, you need to know some nuances.
How to get compensation for destroyed housing
To receive assistance from the state, you need to fill out an application. You can provide documents for compensation:
- Using the mobile application "Diya" - for this you need to select the section "Recovery".
- At the ASNAP, where you need to indicate the address of the local office.
- Through a notary.
- On the "Diya" portal.
If compensation for housing is accrued, all relevant information will become available to the user in "Diya".
To implement the assistance, you need to fill out a request to reserve money. If they are available within 5 days, the user will receive a notification about the start of the certificate implementation.
In the event that there is no money in the account, the application for compensation will be submitted to the electronic queue.
After the user confirms the reservation of funds, he will have 30 days to implement the certificate. During this period, he will have the opportunity to decide on the housing option for purchase, terminate the ownership of the destroyed housing and apply for the service of a notary to execute the transaction.

The program is designed to provide the victim with the opportunity to receive financial assistance as quickly as possible. The application for a certificate is considered quickly, after which the compensation is approved. Users have the opportunity to choose goods and services from organizations that work in accordance with state requirements.

The state program is Recovery: an algorithm of actions for the user
To apply for the program, you must act as follows:
- provide information about the presence of damaged or destroyed housing;
- submit an application in any convenient way from the list described above;
- assist in the inspection of the damage by the local government commission - at this stage, the degree of damage to the housing is assessed and an inspection report is drawn up.
- wait for the accrual of monetary compensation.
In the case of destroyed housing, the certificate is displayed in the "Diya" application or is sent to your e-mail. Funds for payments are sent to the e-Recovery card.
After submission, the application may be considered by the commission within 30 business days, as a result of which a decision is made to charge compensation or refuse with an explanation of the reasons. Consideration of the application may be suspended for a period of 90 days - due to lack of documents, or due to the inability to correctly establish the described fact.
